Uhm- neither do the candidates. That's why they have speech writers.
Maybe she didn't write it (though I wouldn't be surprised if she helped touch it up, I think she's smart playing dumb) but regardless she delivered it as well as any candidate and more excitingly too.
He wrote his masterful speech on Race entirely by himself.
